“Why pick strangers over Louis or even the other boys?”
This is the thing that people are having trouble with.  You have to stop and try to make sense of what you are seeing.
I honestly, honestly do not believe Harry is picking anything.  I believe he is wrapped up in some sort of PR deal which requires him to do shit like this in his spare time.  You may have seen the post where I proposed the idea here.
The more I think about it, the more convinced I become.  Consider the image that Harry has developed this tour.  A pattern is emerging.  These are just a few “incidents” off the top of my head:
1) He “picked a fan out of the crowd” and spent the evening hanging out with her/her friends/whoever (I don’t remember the details well)
2) He hung out in hotel bars on multiple occasions, by himself, just talking to random fans until the middle of the night
3) He “picked” a random fan (or fans) at his hotel, invited them to hang out and ended up on their party bus.
These are just a few specific examples.  I’m sure there would be a ton more if I thought about it.
What do all of these things have in common?
1) Fans
2) Photos
3) Twitter
4) Fandom hysteria
5) Press
I am convinced at this point that this is a new tactic.  Harry is Modest/HJPR’s “golden ticket.”  Harry needs to appear “available” (and “straight”) to fans.  He can’t have a “steady girlfriend” because 1) he literally just can’t lol, and 2) he’s more desirable if he’s not “tied down.”
For a long time, his team has taken advantage of the womanizer image that they’ve helped create.  I think they’re moving away from that a bit, now that people have really started questioning his sexuality — especially since Haylor was such a mega-fail.
They want him to maintain his desirable image.  They want fans to continue to think they have a chance with him.  What better way to do this than to make it appear as though he is LITERALLY picking fans out of the crowd “for a good time”?
I’m not saying that Harry doesn’t enjoy meeting new people, and I’m not saying that he doesn’t enjoy having a good time.  But I’m sorry — given everything I have observed about that boy, especially everything I’ve observed between him and Louis, it’s going to take a hell of a lot more than some convenient alcohol-laced photo ops to convince me that Harry Styles is actually more interested in spending his EXTREMELY RARE time off with a bunch of people he’s never met before and likely will never see again.
(Also, please consider that if Harry were actually interested in plucking fans out of the audience for a quick fuck — or if he actually had interest in partying with some pretty girls he just happened to run into at the hotel — these things would be happening on the down-low.  Cameras wouldn’t be allowed.  Security would be tight.  Celebrities participate in sketchy activities all the time, and rarely does any “proof” of it get out.  If Harry were actually the extremely-available, random-fan-finding horn-dog that Modest/HJPR wants you to think he is, they wouldn’t have to work so hard to make it look that way).
If any of their motivation for this new spin on Harry’s image has anything to do with hiding his relationship with Louis, then props to ‘em… because I’m disappointed to say that their tactics are working very well.  Doubters are everywhere.
